LPG Subsidy Rule 2026: Aadhaar Biometric Authentication Mandatory from October 1

LPG Subsidy Rule 2026

The Government of India has announced a major change for domestic LPG consumers receiving subsidised refills. From October 1, 2026, consumers will need to complete Biometric Aadhaar Authentication (BAA) to book domestic LPG refills at the regulated Retail Selling Price (RSP) with applicable subsidy. The Ministry of Petroleum and Natural Gas said the measure is aimed at ensuring that LPG subsidies reach genuine and eligible consumers.

According to the latest government data released on September 19, 2026, 27.43 crore active domestic LPG consumers, or 89.9% of the total, had already completed biometric Aadhaar authentication. Consumers who have already completed the process do not need to authenticate again. Their LPG refill services will continue as before.

What changes from October 1, 2026?

The key change is linked specifically to subsidised domestic LPG refills. From October 1, consumers who have not completed Biometric Aadhaar Authentication will have to complete the process before they can book a refill at the regulated price with subsidy.

The government has clarified that the measure is intended to improve beneficiary verification rather than stop LPG supplies to genuine households. Consumers who have already completed BAA will not face any additional requirement.

For consumers who have not yet completed authentication, the process can be completed through multiple channels, including during LPG cylinder delivery, at the distributor’s showroom, or through the mobile application of the respective Oil Marketing Company (OMC).

Why is Aadhaar authentication being introduced?

The main objective is to make LPG subsidy delivery more targeted and transparent. According to the Ministry of Petroleum and Natural Gas, Aadhaar-based authentication can help identify genuine consumers and reduce duplicate or ineligible LPG connections.

The government has also stated that authentication can help prevent subsidised domestic LPG cylinders from being diverted for commercial or industrial use. By linking the LPG connection with an authenticated consumer, authorities can strengthen verification and reduce the possibility of subsidy benefits being claimed through duplicate or ineligible connections.

Aadhaar-based authentication has already been used as part of the broader LPG subsidy and Direct Benefit Transfer framework. The government has previously said that Aadhaar authentication and de-duplication help improve the identification of beneficiaries and targeted delivery of subsidies.

How can LPG consumers complete biometric authentication?

Consumers have several options to complete the process.

1. During LPG cylinder delivery

Consumers can ask the LPG delivery person to complete the biometric authentication process when the cylinder is delivered. The delivery personnel can use the OMC’s mobile application to complete the authentication at the customer’s doorstep.

2. Visit the LPG distributor

Consumers can also visit their LPG distributor’s showroom and complete the biometric Aadhaar authentication there. This option may be useful for people who are not available when their cylinder is delivered.

3. Use the OMC mobile application

Consumers can also complete the process through the official mobile application of their LPG company.

  • Indane: IndianOil ONE
  • Bharatgas: HelloBPCL
  • HP Gas: HP PAY

The government says consumers can use these apps to complete the process themselves from home. Video tutorials explaining self e-KYC are also available through the PMUY portal.

What if a consumer does not want to complete Aadhaar authentication?

The government has also provided an option for consumers who are unwilling or unable to complete Biometric Aadhaar Authentication.

According to the Ministry, such consumers can register their choice through the OMC’s available digital channels, including the consumer web portal, mobile application, WhatsApp chatbot or IVRS.

However, there is an important difference. Consumers choosing not to complete BAA will still be able to receive LPG, but they will not receive the subsidised price applicable to authenticated consumers. The government says such consumers will be supplied LPG at the applicable market price, without subsidy, through 5 kg or 10 kg cylinders, subject to local availability.

How many consumers have completed the process?

The latest official figures show that the authentication campaign has already reached a large majority of domestic LPG consumers.

As of September 19, 2026, 27.43 crore active domestic LPG consumers had completed Biometric Aadhaar Authentication, representing 89.9% coverage.

The government had initially asked consumers to complete the authentication by June 30, 2026. The deadline was subsequently extended several times, including to July 31, August 7, August 15, August 23, August 31, September 7 and finally September 14, 2026.

The latest announcement therefore provides an important reminder to consumers who have still not completed the authentication process.

Why LPG consumers should check their status

Consumers who depend on subsidised LPG should verify whether their biometric Aadhaar authentication has been completed before October 1.

Those who have already completed BAA do not need to repeat the process. For others, completing authentication through the official OMC channels before the October 1 implementation date can help avoid disruption to subsidised refill booking. The government has been running awareness campaigns since October 2023 through SMS messages, WhatsApp communications, distributor outreach, delivery personnel, special camps, IVRS prompts and other channels. More than 12 crore SMS and WhatsApp messages have reportedly been sent as part of the outreach effort.

LPG subsidy and government expenditure

The government has also highlighted the financial cost of supporting domestic LPG. According to the September 19 announcement, the implicit subsidy for a 14.2 kg cylinder was around ₹210 in September 2026, while it had reached approximately ₹721 per cylinder in June 2026.

The government said it paid OMCs compensation of ₹22,000 crore during FY 2022-23 and is paying ₹30,000 crore during FY 2025-26 and FY 2026-27. It also stated that accumulated under-recoveries of public-sector OMCs on domestic LPG exceeded ₹62,000 crore as of August 31, 2026.

The authentication system is therefore being presented as part of a wider effort to ensure that subsidy expenditure is directed toward genuine beneficiaries.

What consumers should do now

Consumers who have not completed Biometric Aadhaar Authentication should check their LPG account and complete the process through an official channel. They can do this during cylinder delivery, at their distributor’s showroom or through the relevant OMC mobile application.

Consumers should also be cautious about fraudulent calls, messages or websites asking for Aadhaar details, OTPs, bank information or payments. Authentication should be completed through official LPG company channels or authorised personnel.

For LPG-related assistance, the government has provided the toll-free helpline 1800 2333 555.The October 1, 2026 rule marks an important change in the way subsidised domestic LPG refills are authenticated. The government says the objective is to strengthen beneficiary verification, prevent duplicate or ineligible connections and ensure that LPG subsidies reach genuine consumers. With nearly 90% of active domestic LPG consumers already completing biometric Aadhaar authentication, the immediate priority for consumers who have not yet completed the process is to use one of the available official channels. Consumers who have already completed BAA do not need to take any further action.
